In the last decades, has begun to take consciousness that, can not exist neither an economy neither a society prósperas, in a world aquejado by so much poverty and so acute degradation of the surroundings. Urgía Pipe the economic development in terms of respect to the environment and social equity.
It was in 1992, when it institutionalised the concept of sustainable development in the Conference called " Summit of the Earth " that took place in River of Janeiro. Here they gathered 179 heads of state and of government, together with cientos of civil servants of the organisms of the United Nations, of representatives of municipal governments, scientific and business circles, as well as of organisms no governmental and other groups. Fruit of this meeting signed 5 documents, one of them was the execution of the Diary 21.
A year later (1993), approved the V Program of Environmental Action of the European Union, that contributed a series of essential components to take into account in any strategy that have like aim the sustainable development.
In the year 1994, the International Council of Local Initiatives for the Environment (ICLEI) organised in Aalborg (Denmark), the European Conference on sustainable cities, that culminates with the signature of the Letter of the Cities and European Villages to the Sustainability (the letter of Aalborg).
This letter initiated the European Campaign of Cities and Sustainable Villages, to encourage and provide help to cities and villages to the sustainability. Any authority or association of local authorities can add to the Campaign adopting and signing this Letter. The signature of the Letter of Aalborg engages to the local authority to take part in the process of the Diary 21 venue, to create and carry to the practice a plan of action that allow the development of the municipality in sustainable criteria.
After the contributions of more than 600 participants, decided review and improve the Letter in a back meeting in Lisbon, in September of 1996. There it decided the Plan of Action (Letter of Lisbon), concretising in eleven points the theoretical work and of principles elaborated in Aalborg.
Later, in the year 2000, to evaluate the progresses on the way to the sustainability of the cities and municipalities and arrive to an agreement on the direction that had to have the efforts in the threshold of the 21st century took place in Hannover (Germany) the Third Conference of the Cities and Villages to the Sustainability.
In this context, the Diary 21 arises like a tool to know the social problems, economic and environmental current to local level, with the purpose to propose actions directed to his resolution and besides realise forecasts for the future (century 21).
Therefore, we can contemplate the Diary 21 like this instrument that pretends to advance to the sustainability, propiciando than development and environment situate jointly in the centre of the process of economic decisions, social and political in all the spheres of the University of Alicante.
For the elaboración of the Diary 21 of the UA goes to employ a methodology based in the CODE OF GOOD ENVIRONMENTAL PRACTICES FOR THE NORMALISATION OF THE ENVIRONMENTAL MANAGEMENT IN THE MUNICIPALITIES OF SPAIN, elaborated by the Spanish Federation of Municipalities and Provinces (FEMP).
This code of good practical was created by the FEMP like guide of reference for the Spanish City councils with the end to facilitate the planning and the development of a Diary 21 Venue, and a base of support for the implantation of systems of environmental management in the Spanish municipalities.
His elaboración based in the European Guide for the Planning of the Diaries 21 of the ICLEI (The International Council for Local Environmental Initiatives).
This methodology will be adapted to the characteristics of the University of Alicante.

- Phase 1: Compilation of information
- Phase 2: Diagnosis
- Phase 3: Proposed Plan of action
- Phase 4: Participation
- Phase 5: Plan of follow-up

The Plan of Participation pursues the implication of all the groups of interest in the process of elaboración of the Diary 21 of the UA. His main aim is to do partícipe to the members of the university community in the process of elaboración of the Diary; in definite, to endow to the University of mechanisms that contribute solutions and avoid the apparition of conflicts.
The purpose that pursues said plan roots in looking for the perception of the university community with regard to the problematic environmental of the University and involve it in his resolution. The secondary aims translate in:
- Ratify the information obtained through the Technical Diagnosis and contribute new ideas that have not perceived previously.
- Averiguar Which are the perceptions and needs that has the university community with regard to the environment in the University.
- Involve to the university community in the implantation and follow-up of the plan of action defined.
Therefore, one of the essential requirements to carry out and guarantee the success of the Diary 21 is the direct implication of the groups of interest, so much contributing information for the diagnosis and taking part in the elaboración and follow-up of the Plan of Action.
The plan of participation will be integrated by the following actions:
Like initial measure, during the Phase 0 of Start of the project, will launch the project by means of several sessions of presentation and by means of actions of communication (File Summary).
For the compilation of the necessary information for the Qualitative Diagnosis, have elaborated surveys, that will be remitted specifically to the distinct groups of interest.
The query to the university community has structured in two turns: a first open survey headed to each one of the groups of interest, and one second enclosed survey that base in the main subjects and results coincidentes reflected by the polled in the first turn (more information).
The participation is the base of the Diary 21; thus it will constitute a forum of participation whose objective will be the put in common of the opinions of the distinct groups of interest for the elaboración of the plan of action.
Like information of entrance to the forum of participation, will carry the proposals of the plan of integrated action in distinct strategic lines.

In this point, will proceed to the creation of a Commission of Follow-up, like organ of fundamental participation in the process of implantation of the Diary 21.
The Commission of Follow-up Diary 21 will be the ente responsible to pipe the participation of the university community in the project of the Diary 21, collecting the opinions of the groups of interest and spreading information on the development of the process.
Likewise, said Commission will be the responsible structure to realise the Plan of Follow-up and the control of the Plan of Action of the Diary 21 of the UA.
