"Article 7: The Centre Council.
1. Pursuant to the provisions of art. 4 of Spanish LRU, the Council is the highest representative body of the Center. It shall consist of all those people within and outside the university's community, that express their wish to be part of it. However those Council members who do not belong to the university's community will participate in decision-making processes having a say but not a vote.
For practical and administrative purposes,we differenciate between:
The internal council: consists of interested people from within the university community.
The external council: composed of interested people from outside the university community.
