The status and functioning of colleges

Section 1. Of the legal regime

Article 98. General provision

The bodies of the University shall be governed by the legal system and common administrative procedure rules applicable to public administrations, with the necessary adjustments to its organizational structure, the special procedures provided for in sectoral legislation University and the unique procedures established in this Statute and the rules that develop.

Article 99. End of the administrative

The Rector or rector resolutions and agreements of the Social Council, of the Council of Government and the University cloister exhausted the administrative channels and will be directly contested before the contentious-administrative jurisdiction.
Also exhausted the administrative resolutions of the Electoral Board of the University.
Resolutions and agreements of the remaining bodies of the University are subject to appeal before the Rector or rector.

Section 2 of the functioning of colleges

Article 100. Chairman or chairwoman

Those who preside over the colleges will have own function the ensure compliance with laws and this Statute, as well as the direct and moderating discussions and suspend them if justified causes.

Article 101. Calls for proposals

The call of the colleges will be its Chairperson or President and must be notified by ensuring the receipt by its members with a minimum of forty-eight hours, except in cases of urgency.
The call shall contain the agenda of the session, and about the content object of the same will be available to the people on equal term.
The agenda will be set by the Chairperson or President, taking into account, where appropriate, requests from other members made in advance.
The Chairman or chairwoman will compulsorily in the agenda the items that have been submitted in writing, in advance, for a minimum of ten percent of those who make up the body.

Article 102. Session

The quorum for valid Constitution of the body admitted for the purpose of holding meetings, deliberations and decision-making arrangements will require the presence of the Chairperson or President and Secretary or Secretary or, where appropriate, those who replace them, and at least half the rest of components on first call.
If there was no quorum, the body will be in second call half an hour after the above for the first. Article 103. Agreements

The agreements shall be adopted by simple majority of those attending the meeting, except for those cases in which the Statute provides for another majority. The vote of the Chairperson or President will be casting in the event of a tie.
Unless express provision otherwise in these bylaws, the references to the regime of agreements entered taking into account the number of who are members of the body in every moment.
It may not be the subject of discussion or agreement no matter which do not appear in the agenda of the session, unless all members of the body are present and the urgency of the matter to be declared by the favorable vote of an absolute majority.

Article 104. Secretary

Where the statute or the respective internal rules not otherwise, colleges shall appoint a Secretary.
Secretary or Secretary, who will attend the meetings with voice but no vote if it is not part of the body, the convening of sessions to be carried out by order of the President or President, shall notify them to the components of the same, will receive the acts of communication and prepare the firm's Affairs.
Act which will contain, as a minimum, the relationship of participants, the agenda of the meeting, the circumstances of the place and time that has been held, the main points of the deliberations, as well as the content of the agreements will be lifted from each session.

Article 105. Members

Those who integrate the collegiate body can put on record his vote against the adopted agreement, abstention or the sense of his vote, and the reasons. Those who disagree the adopted agreement may make particular vote in writing within forty-eight hours, which will be incorporated into the text as adopted.
When those who integrate the body vote against or abstain shall be exempt from the liability which, in his case, may arise from the agreements.
They may not abstain from voting those who by their quality of authorities, personal teacher and researcher, or administration staff and services of the University, have the status of members of the collegial bodies.
The voting will be done freehand. However, the vote will be secret when it comes to choice of people or when requested by a fifth, at least, of attendees.

Article 106. Delegations

Unless otherwise provided by the present statute or in his case, the respective rules of procedure, any member of a collegial body may delegate their right to another Member of the same.
The delegation shall be in writing and notify the President or Chairman of the body at the time of the Constitution of the meeting.
For the purpose of establishing the quorum for valid Constitution of the body, as well as majorities for the adoption of agreements, shall be considered present who has exercise the delegation and efficiency the voting delegate member to issue, in your case will be granted.
In cases of absence or illness and, in general, when come any just cause, the titular members of the collegiate body are replaced by their alternates, if any.
