The Defender or University Ombudsman
Article 197. Definition and functions
The Defender or University Ombudsman is commissioned by the University Faculty to ensure respect for the rights and freedoms of those who are members of the University community to the actions of the various bodies and services of the University.
The Defender or University Ombudsman shall not be subject to imperative mandate from any University instance, and act with autonomy and independence.
In the exercise of their functions, the Defender or University Ombudsman will seek to improve University quality in all its fields, and will act as quickly as possible.
The advocate or University Ombudsman is: (a) propose the changes it deems appropriate to its rules of operation. (b) seek from the various university authorities any information deems appropriate for the fulfilment of its purposes. For these purposes, any member of the University community is obliged to Assistant, on a priority and urgent basis, to the advocate or University Ombudsman. (c) request the appearance of the perpetrators of any University body where this is indispensable for the development of their functions. (d) attend meetings of the general of the University collegiate bodies when they address any matter related to the actions carried out at that time. To that end, it should receive timely copy of the agenda of the sessions of the above-mentioned bodies. (e) develop few reports are requested or sees fit to issue in relation to the proceedings under way. (f) make proposals it considers appropriate for the solution of issues brought to his attention to the various University bodies.
The Defender or University Ombudsman shall present annually to the University cloister a report of its activities which, in addition, containing recommendations and suggestions for the improvement of University services.
Article 198. Choice
The University cloister, by an absolute majority of its members, it shall elect the Defender or University Ombudsman, between any member of the staff of the University to assist services full time for a period of four years, and not be consecutive re-election.
Article 199. Dedication and internal regulations
The position of Defender or University Ombudsman is incompatible with any charges of Government, administration or other representation in the University.
The Defender or University Ombudsman will be exempt fully from the ordinary tasks of his job.
The Defender or University Ombudsman is governed by a regulation drawn up by the Governing Council and approved by the University cloister. In any case, the University will facilitate to the Defender or University Ombudsman the means and resources necessary to ensure the full and normal performance of their duties.
