regard to medical waste, the University has continued the same procedure as in previous courses. During the 2007-2008 academic year, has obtained the relevant acceptance documents for waste management or specific health risk group III, in addition to medical waste that has been running since previous years.
During the 2007-2008 academic year have added new units that produce waste, both chemical and human health, the management system of hazardous waste from the University of Alicante. The full list is shown below:

comprobar que en el año 2008 se ha producido una disminución de la cantidad total de residuos químicos producidos por la Universidad. Esto es debido a que durante el año 2007, las plantas piloto de Química Física y Química Orgánica tuvieron una serie de proyectos en los que generaron una gran cantidad de residuos, que se recogían en contenedores de 1000L. Desde la Oficina EcoCampus de Gestión Ambiental se mantienen actualizados todos los registros exigidos, y se gestiona y archiva toda la documentación necesaria para el traslado de los residuos.</p> <p align="justify">Actualmente los residuos químicos son gestionados con la empresa Ecocat, S.L. y los residuos sanitarios con la empresa Biohigiene, S.L.</p> <p align="justify">Además, el Secretariado de Infraestructuras y Medio Ambiente y la Oficina EcoCampus, están trabajando en la actual clasificación de residuos peligrosos para establecer subdivisiones, con la finalidad de minimizar el riesgo en los laboratorios por posibles incompatibilidades entre diferentes productos.</p> <h2>Medicamentos caducados</h2> <p align="justify">A lo largo de este curso se ha consolidado la gestión de medicamentos caducados para lo que se colocó un contenedor de recogida selectiva en el Servicio de Prevención. Destacar en este punto que la entrega de este tipo de residuos a empresas no autorizadas supone un incumpliendo la legislación vigente en materia de gestión de residuos.</p> <p align="justify">Actualmente seguimos estudiando diferentes alternativas para la posible gestión de estos residuos.</p> <h2>Papel/cartón y envases</h2> <p align="justify"><span style="text-decoration: underline;"><a href="http://www.ua.es/es/presentacion/vicerrectorado/vr.viema/ecocampus/gest_residuos/papel/index.html">www.ua.es/es/presentacion/vicerrectorado/vr.viema/ecocampus/gest_residuos/papel/index.html</a></span></p> <p align="justify">Con el objetivo de mejorar la eficiencia de la gestión de los residuos de papel y cartón, el curso pasado se sustituyeron los antiguos contenedores de madera que había en los edificios, por contenedores de polipropileno de color azul (papel), de 250L de capacidad. Esta substitución se ejecutó como parte del concurso del servicio externalizado de limpieza vigente, cuya empresa adjudicataria es Grupo Cívica.</p> <p><!-- --></p> <p align="center">a) Contenedor de recogida selectiva de papel y cartón b) Compactador con volteador</p> <p><!-- --></p> <p align="justify">En el curso 2007-2008 la Universidad empezó a gestionar sus residuos de papel y cartón con una nueva empresa gestora debidamente autorizada por la Generalitat Valenciana para el desarrollo de dicha actividad. Para esta campaña de recogida selectiva iniciada en el año 2007, el Vicerrectorado de Infraestructuras, Espacios y Medio Ambiente gestionó la colocación de contenedores de color azul (papel/cartón) en todos los edificios de la UA, dentro del concurso del servicio externalizado de limpieza vigente (la empresa adjudicataria es Grupo Cívica).</p> <p align="justify">A la recogida selectiva de papel/cartón se ha sumado durante el curso 2007-2008, una experiencia piloto de recogida selectiva de envases en los aularios I, II y III, y en la fase II de la Facultad de Ciencias. Para ello, se colocaron en estos edificios contenedores amarillos (recogida selectiva de envases), dentro del concurso del servicio externalizado de limpieza vigente (la empresa adjudicataria es Grupo Cívica). Estos contenedores se han identificado mediante la colocación de la correspondiente etiqueta con los residuos que pueden tirarse a este contenedor.</p> <p align="justify">Coincidiendo con el inicio del siguiente curso académico, la experiencia piloto se extiende a todo el campus. La cantidad total de envases recogidos durante el año 2008 ha sido de 3260 Kg. Hay que tener en cuenta que la gestión selectiva de envases en la Universidad de Alicante, se inició en junio de 2008.</p> <p align="justify">Se ha hecho especial hincapié en las diferentes cafeterías y restaurantes del campus con el objetivo de fomentar que comiencen a separar selectivamente los envases que generan. Las cafeterías y restaurantes son los principales productores de este tipo de residuos en la Universidad.</p> <p align="justify">Para ello, en los pliegos de prescripciones técnicas de los concursos de los diferentes servicios de restauración, han empezado a introducirse criterios ambientales entre los que se incluye la gestión selectiva de los residuos que generen.</p> <p align="justify">Del mismo modo que se ha hecho para los contenedores de recogida selectiva de papel, se ha colocado en el Parque de Residuos de la UA un compactador de envases con volteador, de 22 m3 de capacidad, donde son volcados los residuos depositados por la comunidad universitaria en los contenedores de recogida selectiva de envases (amarillos).</p> <p align="justify">Además, se ha modificado el procedimiento que ya existía para la gestión interna de residuos de papel y cartón en la Universidad de Alicante <span style="text-decoration: underline;"><a href="http://www.ua.es/es/presentacion/vicerrectorado/vr.viema/ecocampus/gest_residuos/papel/procedimiento.html">(PMA-16)</a></span>, para también dar cobertura a los residuos de envases que la comunidad universitaria deposita en los contenedores de recogida selectiva.</p> <ul> <li> <p align="justify"><span style="text-decoration: underline;">Puntos de recogida selectiva de papel/cartón y envases</span></p> </li> <br /><!-- --> <p align="justify">Contenedor azul (recogida selectiva de papel y cartón).</p> <p align="justify">Contenedor amarillo (recogida selectiva de envases).</p> <br /> </ul> <table style="width: 501px; Esta empresa puso a disposición de las diferentes unidades de Ciencias Sociales, una serie de contenedores donde pudiesen depositar su documentación confidencial. Durante un día, las diferentes unidades fueron llenando estos contenedores y, una vez llenos, los bajaban a la puerta del edificio donde dos operarios de Pedro Martínez Cano los vaciaban dentro de un camión y les dejaban de nuevo los contenedores vacíos para que los siguiesen llenando.</p> <p align="justify">Una vez retirada toda la documentación confidencial de Ciencias Sociales, SAICA trasladó el camión cargado a una planta de destrucción y nos emitió el correspondiente certificado.</p> <p align="justify">De la cantidad total de residuos de papel y cartón generados por la Universidad en el año 2008, 1445 Kg. corresponden a esta retirada de documentación confidencial.</p> <h2>Vidrio</h2> <p align="justify">Del mismo modo que ocurre con los residuos de envases, las cafeterías y restaurantes son los principales productores de envases de vidrio. La necesidad de gestionarlo selectivamente ha quedado incluida como criterio ambiental en los correspondientes pliegos de prescripciones técnicas.</p> <p align="justify">Para facilitarles la separación de los envases de vidrio, nos pusimos en contacto con Ecovidrio (Sistema Integrado de Gestión para el Reciclado de Envases de Vidrio), para facilitar a las diferentes cafeterías y restaurantes, contenedores para la recogida selectiva de vidrio. Hasta la fecha tan sólo constábamos como pequeños productores de residuos peligrosos ya que no se habían superado las 10T/año.</p> <p align="justify">En mayo de 2008, la Dirección General para el Cambio Climático de la Conselleria de Medio Ambiente, Agua, Urbanismo y Vivienda, resolvió otorgar a la Universidad dicha autorización.</p> <h2>Licencia de Actividad con Sustancias Químicas Catalogadas</h2> <p align="justify">Existen determinadas sustancias químicas utilizadas en las actividades de investigación y docencia de la Universidad, que podrían ser utilizadas con fines ilícitos para la fabricación de drogas. La utilización de estas sustancias requiere contar con una Licencia de Actividad concedida por el Ministerio del Interior a través de la Delegación de Gobierno de la Comunidad Valenciana, y que la Universidad figure inscrita en el Registro General de Operadores de Sustancias Químicas Catalogadas.</p> <p align="justify">Desde la Oficina EcoCampus de Gestión Ambiental se recopila anualmente, de las diferentes unidades, la información necesaria para cumplimentar los cuestionarios de adquisición de sustancias químicas catalogadas y no catalogadas.</p> <h2>Consejero de Seguridad</h2> <p align="justify">El curso pasado se procedió a la designación del consejero de seguridad por parte de la Universidad, tal y como queda establecido en el RD.1566/1999, para el transporte de mercancías peligrosas por carretera, o las operaciones de embalaje, carga, llenado o descarga relacionadas.</p> <p align="justify">Durante el curso académico 2007-2008 se ha procedido a recopilar información relativa a la carga y descarga de mercancías peligrosas en la UA, concretamente residuos peligrosos y productos químicos de las Plantas Piloto, para poder elaborar el informe anual del consejero de seguridad y remitirlo a la Dirección General de Transportes y Logística de la Conselleria de Infraestructuras y Transporte.</p> <h2>Autorización de vertido de la planta desaladora de la UA.</h2> <p align="justify">Periódicamente se envían a la Confederación Hidrográfica del Júcar, los análisis de control del vertido de la planta de ósmosis de la Universidad, tal y como se exige en la resolución de autorización del vertido.</p> <h2>Revisión de los detectores de gases</h2> <p align="justify">En los últimos años ha sido la Oficina EcoCampus, del Vicerrectorado de Infraestructuras, Espacios y Medio Ambiente, la que ha coordinado la inspección anual de los detectores de gases contratada por los Servicios Técnicos de Investigación, del Vicerrectorado de Investigación, Desarrollo e Innovación, con la empresa Dräger.</p> <p align="justify">A partir del próximo curso las revisiones serán coordinadas por el Servicio de Prevención y los Servicios Técnicos de Investigación.</p> <h1>AGENDA 21-UA</h1> <p align="justify">En el año 2007, la Universidad de Alicante adquirió su compromiso particular con el Desarrollo Sostenible gracias a la aprobación del programa de la Agenda 21, como Plan Estratégico Sectorial de Medio Ambiente.</p> <p align="justify"><span style="text-decoration: underline;"><a href="http://www.ua.es/es/presentacion/vicerrectorado/vr.ampliacio/ecocampus/campanas/a21">www.ua.es/es/presentacion/vicerrectorado/vr.ampliacio/ecocampus/campanas/a21</a></span></p> <p align="justify">Durante el curso 2007-2008 arrancó el proyecto de Agenda 21 con la recopilación de toda la información necesaria para elaborar las diagnosis técnicas que reflejan la situación actual del campus, a través de consultas a los diferentes servicios y unidades de la UA y las correspondientes mediciones de campo. Estas diagnosis técnicas se han completado con dos encuestas dirigidas a todos los grupos de interés de la comunidad universitaria. En primer lugar se realizó una encuesta de respuestas abiertas, que sirvieron como base para la elaboración de una segunda encuesta de respuestas cerradas, dirigida también a todos los grupos de interés de la UA que se incluyen en los diferentes colectivos (alumnos, PAS y PDI)..</p> <p align="justify">Con la información de la diagnosis técnica y las encuestas, se ha realizado un primer análisis DAFO que ha permitido preparar un primer borrador de trabajo de plan de actuación, que junto con el documento de síntesis que resume los resultados de la diagnosis, será el punto de partida de los foros o mesas que se crearán para analizar cada uno de los principales ejes desarrollados en la Agenda 21. Estos ejes son:</p> <ul> <li> <p>Organización estructural de la Universidad de Alicante</p> </li> <li> <p>Instalaciones</p> </li> <li> <p>Ordenación del espacio físico del campus</p> </li> <li> <p>Gestión de residuos</p> </li> <li> <p>Abastecimiento de agua y gestión de las aguas residuales</p> </li> <li> <p>Contaminación atmosférica</p> </li> <li> <p>Contaminación acústica</p> </li> <li> <p>Comunicaciones y movilidad</p> </li> <li> <p>Energía</p> </li> <li> <p>Educación, formación y comunicación</p> </li> <li> <p>Compras</p> </li> <li> <p>Integración social</p> </li> </ul> <p align="justify"> </p> <h1>SENSIBILIZACIÓN Y PARTICIPACIÓN DE LOS COLECTIVOS UNIVERSITARIOS</h1> <p align="justify">Durante el curso 2007-2008 se han puesto en marcha algunas campañas de sensibilización e información medioambiental dirigidas a los miembros de la comunidad universitaria:</p> <h2>Coordinación con los Servicios Técnicos Investigación en elaboración de propuestas de seguimiento y mejora de actuaciones ambientales:</h2> <ul> <li> <p align="justify">Vertidos de la Planta Desaladora de la UA.</p> </li> <li> <p align="justify">Certificación Ambiental en Plantas Piloto.</p> </li> <li> <p align="justify">Gestión de Residuos Peligrosos Químicos y Biosanitarios.</p> </li> </ul> <h2>Planificación y desarrollo de diversas acciones de sensibilización y participación de los Colectivos Universitarios:</h2> <ul> <li> <p align="justify">Movilidad sostenible en la UA: Coincidiendo con la Semana Europea de la Movilidad cuyo lema era "Calles para todos", y con el Día Europeo de ¡La ciudad, sin mi coche!, desde la Oficina EcoCampus se lanzó una campaña de movilidad sostenible en la UA.</p> </li> </ul> <p align="justify"><span style="text-decoration: underline;"><a href="http://www.ua.es/es/presentacion/vicerrectorado/vr.ampliacio/ecocampus/campanas/movilidad/campana2007.html">http://www.ua.es/es/presentacion/vicerrectorado/vr.ampliacio/ecocampus/campanas/movilidad/campana2007.html</a></span></p> <ul> <li> <p align="justify">Cambio climático: En el curso 2007-2008, la UA ha participado en la segunda fase de la a campaña Frena el Cambio Climático, organizada por Fundación Natura y subvencionada por el Ministerio de Medio Ambiente. Los cursos empezarán a impartirse en el siguiente curso académico (2008-2009).</p> </li> </ul> <h2>Coordinación interuniversitaria y relaciones con entidades sociales:</h2> <ul> <li> <p align="justify">Representación institucional de la UA, desde abril de 2005, en el '<em>Grupo de Trabajo para la Calidad Ambiental y el Desarrollo Sostenible' de </em>la '<em>Conferencia de Rectores de Universidades Españolas</em>' (CRUE).</p> </li> </ul>
