The recording was issued during the official visit of Luís Echeverría Álvarez, President of the Mexican United States (1970-1976), to Paris in April of 1973:
Mexico was one of the main countries that received exiled Spanish in 1939, and their initial destination was substantially different of the refugees in France, specially due to the attitude of the Office of Lázaro Cárdenas (1934-1940), who had managed to be one of the main defenders of the Spanish Republic during the Civil War. First of all, from the Society of Nations, and later by sending weapons and equipments, against of the Treaty of No-Intervention (also violated by Italy and Germany in support to General Franco). Besides, from 1938 he set up The House of Spain in Mexico, located in the capital, a body aimed to facilitate the integration of the Spanish exiled intellectuals in the academic and professional level, favouring similar conditions to the land of origin. On the other hand, in 1940 he gave the Mexican citizenship to everyone who asked for it, that finally was almost the 60% of the exiled. Mexico never get to recognise diplomatically the Francoist regime, considering the Government of the Republic in the exile as the only legitimate one. And although it is true that there were cultural and commercial contacts between Mexico and the Francoist Spain, they did not have them in the political level.
On the other hand, in Mexico there were created educational and academic centres that symbolised the hugh Spanish intellectual contribution, such as the 'School Ruíz de Alarcón', the Institute 'Luis Vives', the 'Hispano-Mexican Academy', the 'Spanish Athenaeum in Mexico', the 'School of Madrid', the 'Spanish Republican Centre'... It also existed an important publishing activity, of which the most famous company was the Fondo de Cultura Económica. They were in sum cultural, literary and scientific contributions. Obviously, no all the Spanish refugees came from intellectual backgrounds and the coexistance was not always easy, although the Government and the Government employees always had a favorable attitude.
Luís Echeverría Álvarez was the responsible of an active external politics that were intended to break the traditional Mexican dependence on the U.S., promoting -amongst other things- an approaching to the European Economic Community and other countries of the Western Block, and encouraging the solidarity with numerous Third World Countries (as a result of a process of decolonization), keeping in touch at the same time with the Oriental Block (supporting, amongst other things, the entry of China in the UN). He also showed his sympathy towards Cuba and Allende's Chile. He declared himself the one who continued the work of Lázaro Cárdenas, giving political asylum to the refugees of the military dictatorships of the South Cone and reinforcing his commitment with the Government of the Republic in the exile, getting to demand the UN an express condemn to the Franco regime after the shooting of five members of ETA in September 1975. After the end of his mandate, he became member of the Executive Committee of the UNESCO (United Nations Educational, Scientific and Cultural Organization) and itinerant Mexican ambassador between 1977 and 1978. And although as a political figure presents some chiaroscuros, the exiled Spanish have good memories of his mandate.
