Communiqué from the CRUE Standing Committee

Murcia, 3rd May 2012

In reference to Royal Decree-Law 14/2012 of 20 April, on urgent measures to rationalize public spending in education, which regulates the rates and public fees of university studies, the commitment scheme of the academic staff and the financial management of universities, the Standing Committee of the CRUE wishes to express the following:

1. - Reject outright the procedure followed by the Ministry of Education, Culture and Sports, in which measures of vital importance in the operation and management of universities, including the Royal Decree-Law, have been known through of the media and its publication in the Official Gazette.

2. - Request with the Minister
José Ignacio Wert an urgent meeting of the Universities Council, and include in the Agenda the study the aforementioned Royal Decree, in order for universities to express to the Ministry its views on matters of such importance for the university system.

3. - Categorically reject the arguments defended by the Ministry that point out to the insufficient work of teachers and students to justify the measures contained in Royal Decree-Law.

The preservation of academic excellence and the parallel satisfaction of the principle of equal opportunities are not, by contrast, explicitily stated in the rule.

4. - Move to the Ministry in a clear and emphatic way that "This is not the way" we will improve our university system and we reiterate once again our willingness to collaborate in the study of the reforms necessary to allow the Spanish university system to maintain its performance comparable to that of the best university systems in the world.
