Smart Government

The most important change, and one of the biggest challenges for any intelligent city of the 21st century in governmental matters is the transparency of his Government. Governments and their administrations have traditionally been responsible for directing and work for the progress and performance of the cities, but they are always the last to adapt to new technologies due to the great economic and administrative cost to the city. The incorporation of the TI in the Governments provided citizens the realization of efforts that until little assumed a cost in time and resources for them. The services offered by Governments are presented as tools of information, management and accessibility for citizens requiring every day new services to improve their quality of life.

"A Smart Government is the main element for the development of a smart city since their main function is to develop policies that promote the incorporation of the TI in the city providing citizen and synergies between the different actors of society. The TI are not the goal but the means so that the city has the necessary elements to be progressively a smart, sustainable city and for the benefit of the citizen to improve their quality of life"

This is why the University of Alicante is always at the forefront of Smart activities with regard to the implementation of its Smart University, and develops strategies and services for the benefit of the citizens and the administration. Example of this is the website of open data that is a benchmark in terms of providing data open to the University community, companies, entrepreneurs and citizens in general, bringing transparency to the public and improving and modernizing the administration.

It is clear that Governments should be able to play an important role in the creation and implementation of services that transform society by establishing a more direct communication and transparent face to citizen, serving demands ever closer. Why be Smart Government is to integrate the public, private and civil administrations to run the city efficiently and effectively as an organism. The main tool that allows the cohesion of all these areas is the TI, enabled by intelligent processes, interoperability and data-powered.

Smart goals include transparency and the open data through the use of the TI, e-Government for participatory decision-making and the co-creation of services in the form of application. Services such as e-Administration to streamline the procedures between the Administration and the citizen.

Smart Economy is defined as the main base of urban development in a smart community. This model is based on a series of concepts to promote the development, sustainability and attractiveness for new investment, the main ones are: e-business, e-commerce, increase of productivity, employment and innovation in it and generation of new products and services, new models and opportunities for business and entrepreneurship. Matter, and for many reasons that one of the main objectives of the performance of these tasks is mainly a return on the investment, for it is necessary to know the economic impact of the projects to be carried out and whether or not are able to allow savings for the community and be sustainable over time.

Thus the four basic pillars of a Smart University, or in any intelligent community, in the field of Smart Government axis are:

  • Transparency: Using the TI is provided to citizen, from anywhere, access to information and processes carried out by the Administration, giving transparency to all processes of concessions and approved projects.
  • e-Government: extending the relationship of the Government with the citizens and businesses to all areas of the Smart City. Thanks to the you are allowed an improvement of democratic processes and increasing opportunities for all citizens to interact with Government. Adopting electronic voting, promoting the use of IT, develop a common platform iCloud as system integrator services are part of an active e-Government.
  • e-Government: facilitate the relationship of citizens with the Administration to the offer online access to basic information, procedures, payment of taxes, one-stop shop or electronic signature.
  • Open Data: provide access to data in a simple and free that are key to transparency and the creation of added value for the citizen services, make decisions and have a considerable economic impact.

Matter, and for all these reasons, Smart Government is seen as a cross-cutting factor that can also orchestrate and integrate some or all the other characteristics of a Smart University. Added to all these features integrated a series of activities carried out in parallel since they are just as important for the development of the same: development of regulations that will allow the implementation of Smart Services, perform a reengineering of procedures, administrative interoperability and the development of a digital identity. For putting up the Smart in smart governance, technologically advanced services and with solid pillars, it is necessary to add activities planning, leadership, new management techniques, both change and training, a good diffusion and promotion of services and monitoring.
