The objective of this study is to demonstrate that there are design errors in the International Crime Victims Survey (ICVS) that lead to biases in the estimates of victimization rates. This will be verified, firstly, by comparing the crime rate derived from the ICVS microdata with that based on the reference population and, secondly, examining the consequences of two ICVS methodological decisions: the use of individual weights and the re-weighting procedure in accordance with household size. These sample design failures, which generate distorted crime rankings, call for the need to make corrections both in the subsequent waves of the ICVS and in the final design of a future European survey.

CALL FOR ARTICLES for FMR 57 ‘Displacement in the Middle East’ (Feb 2018). Submission deadline is 23.10.17: fmreview.org/middle-east
We explore the dynamics of the Scottish National Party (SNP) support using the British Household Panel Survey (BHPS) during 1999-06. We study the relative importance of political sentiments and egocentric economic evaluations by disentangling the effects of state dependence and unobserved heterogeneity by gender. Egocentric economic evaluations constitute an important determinant of SNP support over the entire period, being this effect stronger among the male electorate. The results are consistent with the electors holding the incumbent Labour Party accountable for their personal financial situation, though financial security augments the nationalist propensity among partisan voters. Furthermore, retrospective economic evaluations form a significant determinant of incumbent Labour Party support in both the 1999-02 and 2003-06 intervening electoral cycles.
All displaced people need some form of shelter. Whatever the type of shelter which is found, provided or built, it needs to answer multiple needs: protection from the elements, physical security, safety, comfort, emotional security, some mitigation of risk and unease, and even, as time passes, some semblance of home and community. This FMR looks at the complexity of approaches to shelter both as a physical object in a physical location and as a response to essential human needs. It also contains seven ‘general’ articles on other forced migration topics.

We revisit the concept of fairness in the Student Placement framework. We declare an allocation as α-equitable if no agent can propose an alternative allocation that nobody else might argue to be inequitable. It turns out that α-equity is compatible with efficiency. Our analysis fills a gap in the literature by giving normative support to the allocations improving, in terms of efficiency, the Student Optimal Stable allocation.

The latest issue of Forced Migration Review – with a major focus on Resettlement – is now online.
Resettlement is receiving greater prominence not only in light of US President Donald Trump’s recent actions but in the context of the recent surge in numbers of refugees. In the 33 feature theme articles in this latest FMR, authors from around the world look at some of the modalities and challenges of resettlement in order to shed light on debates such as how – and how well – resettlement is managed, whether it is a good use of the funds and energy it uses, and whether it is a good solution for refugees.
This FMR also contains a mini-feature (with four articles) on Post-deportation risks
Our study models the international remigrations of immigrants in Spain due to the economic recession. This modelling reveals that it is essential to complement the traditional explanatory framework based on human capital theory with other variables that would attenuate the impact of the traditional economic variables. In particular, these variables refer to those related to the costs of losing acquired rights when the host country is abandoned, to the degree to which the immigrants are integrated and also to the immigrant trap related to the increase of poverty.
Keywords: International migration; economic crisis; remigration; poverty; immigrant trap.
Abstract:
A new voting rule for electing committees is described. Specifically, we use approval balloting and propose a new voting procedure that guarantees that if there is a committee that represents (with a given proportion of representatives) all of the existing voters, then the selected committee has to represent all of voters in at least the same proportion. This property is a way of selecting a committee that represents completely all of voters when such a committee exists. The usual voting rules in this context do not satisfy this condition.
Keywords: Approval balloting, committee election, unanimity, justified representation, representativeness

Two reasons advise to restart the analysis of the migratory numbers of the Spanish statistics. On the one hand, because from 2008 the country crosses a deep economic crisis and desconoce with which intensity has affected to the flows of exit of foreigners from Spain to the outside. And, on the other hand, because the INE finishes to spread new derivative migratory sources of innovative statistical procedures. The work analyses the results of these sources in relation with the international migrations, using them to evaluate the degree of subestimación of the external emigration of the, already traditional, Statistics of Residential Variations. Incidentally, in the work have obtained other two results that, from the punto of the quality of the new statistical sources, would have to be object of reflection.

What began being a popular revolution against Bashar to the-Roast transformed prompt in a civil confrontation between an authoritarian diet, that bet all his letters to the designated military solution, and the diverse rebellious groups, unable to form a united front to struggle against a much more powerful rival in an asymmetric war. The western indifference in front of the descent of Syria to the hells opened the way to the regional powers that armed to the diverse edicts of the contention, what intensified the sectarismo in a country where the ethnic minorities and confesionales represent a third part of the population. In this chaotic stage arose the califato yihadista proclaimed by ISIS.
It is often people’s immediate community that provides the first, last and perhaps best tactical response for many people affected by or under threat of displacement. In the 23 feature theme articles in this issue of FMR, authors from around the world – including authors who are themselves displaced – explore the capacity of communities to organise themselves before, during and after displacement in ways that help protect the community.

Abstract
We study minimum cost spanning tree problems for To set of users connected to to source. Prim's algorithm provides To way of finding the minimum cost tree m. This Have led to several definitions in the literature, regarding how to distribute the cost. These rules propose different cost allocations, which can be understood ace compensations and/or payments between players, with respect to the status quo point: each user pays for the connection she use to be linked to the source. In this paper we analyze the rationale behind To distribution of the minimum cost by defining an a priori transfer structure. Our first result states the existence of To transfer structure such that no user is willing to choose to different tree from the minimum cost tree. Moreover, given to transfer structure, we implement the above solution ace to subgame perfect equilibrium outcome of to game where players decides sequentially with whom to connect. Finally, we obtain that the existence of to transfer structure supporting an allocation characterizes the core of the monotone cooperative game associated with to minimum cost spanning tree problem. This transfer structure is called Social transfer structure. Therefore, the minimum cost spanning tree surface ace both to social and individual solution.

Abstract
To minimum cost spanning tree problem analyzes how to efficiently connect to group of individuals to to source. Eleven the efficient tree is obtained, the ad- dressed question is how to allocate the total cost among the involved agents. One prominent solution in allocating this minimum cost is the Under-called Folk solution. Unfortunately, in general, the Folk solution is not easy to compute. We identify To class of mcst problems in which the Folk solution is obtained in an easy way. This class includes elementary cost mcst problems.
Keywords: Minimum cost spanning tree problem; Folk solution; Elementary cost matrix; Simple mcst problem;

Our belief in the need for and the efficacy of humanitarian action is partly based on its actual effectiveness over the years in addressing the needs of, among others, forced migrants. But this belief is tempered by the obvious and manifold failures of such action. The existence of people in very protracted displacement, the inadequacy of the solutions proposed for them and the inevitability that many people now becoming displaced will face the same fate all point to the pressing need for improvement that cannot reasonably be achieved through humanitarian action alone. Far more could be achieved if development and peace-building actors were also involved in responses to displacement.

Twenty years on from the signing of the Dayton Peace Agreement in November 1995, the consequences of conflict – including the long-term effects of displacement – are still being felt in the Western Balkans. FMR 50 examines the case of people who were displaced from and within Bosnia and Herzegovina as a result of the 1992-95 war, and reflects on the lessons that may be drawn from the successes and failures of the Agreement. FMR 50 includes 20 articles on ‘Dayton +20’, plus five ‘general’ articles.
This work closes (for now, at least) a series that I started in the IX Spanish Congress of Sociology (Barcelona 2007) dedicated to dealing with what they called moral, sacred and secular ethics, and X (Pamplona 2010) on justice or not the law of the majority. Both have a common reference point, the debate held at the Catholic Academy of Bavaria on 19 January 2004 then-Cardinal Ratzinger (prefect of the Congregation for the doctrine of the faith, then Benedicto XVI and current Emeritus Pope), and which is perhaps the most influential living European thinker, Jürgen Habermas, heir to the European tradition illustrated and declared a secular thinker. If my previous approximations revolved around important aspects, I think, to the Treaty there, now I intend to address that would be the idea-nervio that runs through it: put on the table the question of if the secularized liberal State need or not leaning on prepoliticos regulatory assumptions, that is, if the current States of law need to be based on guiding principles that are not the result of democratic deliberation , but that before, are a necessary precondition for democratic political deliberation, which makes it possible. Ockham's razor centered reconsidered it topic on two concepts that picks up the title of the work: the legitimacy of the power gives it the sacred, or rational consensus?

Most of the militant jihadists of Western provenance are not distinguished precisely by their religious culture and tend to respond to a similar pattern: rootlessness, marginalisation and radicalisation. For this reason recognize them as Supreme spokespeople for Islam is doing a disservice to the truth and, above all, give them a pre-eminence that lack in their own communities.

Article by José Tomás García García, IUDESP Alicante
Overview
The article integrates the ethical animal rights and environmentalist, eco-feminism and the approach of basic needs in a theoretical construct interspecies and empirical; the triangle of violence of Galtung is taken as a reference and the concept of exploitation of Ibanez.
The poor development and evil live breed in the misunderstood supremacy of the human, exploitative culture of nature. Thus become in "victims": companies, individuals and nature.
In this context of victimization and dissatisfaction structural (and culturally violent needs), the good life and basic human development are impossible, while perpetuating the destruction material and immaterial of the biological, cultural and human heritage.
The culture of peace and the philosophy to make peace: one key scientific approach to the good life of the interspecies approximation It would be less powerful if it does not question the anthropocentrism of culture dominant in the world system, which effectively normalizes violence against nature and the animals. Transcendence implies no play the dichotomous approach West / antioccidente, fundamentalism Western / dialectic of the colonized mind.
The attempt is transcending anthropocentrism and geographical ethnocentrism and even space and time, recognize cultural diversity and solidarity, with its authentic dimension to the survival of living things, and this mode, create a pacifism led to its ultimate consequences, than not play approach victimizing, but emancipator and liberator at the level of the action.
Key words: learning, interculturality, anthropocentrism, peace structural, animalism, ecofeminism
